The Red Data Book of the Russian Federation (RDBRF) is a
basic state document established for listing rare and endangered species of
wild animals, plants, and fungi, as well as some subspecies and separate
populations. The book is of great importance for organizing investigations
and monitoring programs on such species and their habitats, for developing
and implementation of special measures to their protection and
rehabilitation. Legislative base for the RDBRF is provided by the Law of the
Russian Federation “About protection of natural environment” of December 19,
1991, and by the Law of the Russian Federation “About animal world” of May
5, 1995.The RDBRF enumerates
rare and endangered species of animals, plants and fungi which inhabit in
the wild the territory of the Russian Federation, its continental shelf and
marine economic zone and need for state legal acts under jurisdiction of
Russian Government, Ministry of Natural Resources and other governmental
bodies.
The species listed in the RDBRF must
to be listed in the regional red data books of the Russian Federation
subjects.
Animals, plants and fungi listed in
the IUCN-The World Conservation Union list of endangered species and
inhabiting constantly or temporarily Russian territory, continental shelf
and marine economic zone of Russia may be included to the RDBRF if this is
necessary due to their number or status in Russia. The same is true for
species protected by international conventions.
Categories of rarity for animal taxa included
into the RDBRF:
|
Category |
Meaning |
|
Index |
Title |
|
0 |
Probably extinct |
Taxa and
populations that inhabited Russian territory (or marine area) in the
past and whose presence has been not confirmed recent 50 years. |
|
1 |
Endangered |
Taxa and
populations whose abundance has decreased down to critical level so that
they can become extinct in the nearest future. |
|
2 |
Decreasing number |
Taxa and
populations whose number is constantly decreasing. If the negative
factors reducing the populations continue the taxa can be moved to the
Category 1 in the nearest future. |
|
3 |
Rare |
Taxa and
populations with low number of individuals inhabiting limited territory
(marine area) or sporadically distributed over extensive territory
(marine area). |
|
4 |
Uncertain status |
Taxa and
populations which apparently belong to one of the above categories but
there are considerable gaps in knowledge on them or they do not exactly
meet the criteria for the other categories. |
|
5 |
Rehabilitated and
rehabilitating |
Taxa and
populations whose number and distribution is recovered or recovering due
to undertaken protective measures. They are close to the state of stable
existence without any urgent measures on protection and rehabilitation. |
