About introduction of prohibition for sailing of any type vessels in the area of Cape Beluziy and restriction for visiting its coastal zone

   Taking into account outstanding importance of marine area near Cape Beluzhiy of the Big Solovetskiy Island for reproduction of the White Sea stock of white whales (Delphinapterus leucas) forming there a unique annual reproductive aggregation, in connection with danger of loosing this natural monument due to considerable increase of uncontrolled visits of the marine and coastal areas of the Cape Beluzhiy by tourists and due to permanent high level of noise disturbance caused by vessels ignoring vulnerability of the object what forced white whales to leave the area in the end of July 2001,
      basing on expert conclusion provided by the P.P. Shirshov Institute of Oceanology (Russian Academy of Sciences) (08 December 2000, No 01/2113), minutes of the Interagency Ichthyological Commission (30 November 2000, No 1-145/33), letter of Dr. V.M. Belkovich - the head of Biological Acoustic Laboratory of the P.P. Shirshov Institute of Oceanology (Russian Academy of Sciences) (27 July 2001, No 607), appeal of the Ecological Commission of the Solovetskiy District (01 August 2001)

 I ENACT:

1. By the 10th of August 2001 Ecological Commission (T.L. Fokina) must prepare application to the Department of Natural Resources of the Arkhangelskaya Oblast on establishing Natural Monument in the area of the Cape Beluzhiy.

2. To prohibit sailing of any type vessels in the marine area 1.5 nm north, 2.5 nm south and 1 nm offshore of the Cape Beluzhiy. To prohibit tourist visits of the coastal zone of the Cape Beluzhiy.

3. By the 10th of August 2001 Ecological Commission (T.L. Fokina) in co-ordination with Forest Department (L.I. Prourzin) and the Museum-Zapovednik (M.V. Lopatkin) must establish rules for visiting the Cape Beluzhiy for scientific purposes and measures for execution of the part 2 of this Decree.

4. Basing on the Statute of the Federal State Institution “Solovetskiy State Hystorical-Architectural and Natural Museum-Zapovednik” (§§ II.5, II.7, III.8) to propose to the Solovetskiy Museum-Zapovednik (M.V. Lopatkin) to work out a set of additional measures for protection of the unique nature object and to forward the set to the Administration of the Solovetskiy District by the 08th of August 2001.

5. The headquarter of the territorial protection system of the Solovettskiy District under the representative of the Addministration of Arkhangelskaya Oblast established by a Decree # 303 (October 13, 2000) must organize permanent supervision on the execution of the § 2 of this Decree and take severe measures on brining breakers to responsibility in accordance with the Law.

6. The head of Local department of the State Marine Inspection (S.V. Dashkevich) is responsible for execution of this Decree.
